REQUEST FOR PROPOSALS FOR OFFICE SPACE RENTAL SERVICES

1. Services to be Provided

The purpose of this request is to obtain proposals for the provision of office space rental services. The winner(s) of the tender will enter into a framework agreement with the NGO "This is Our Business!" for a period of eight months, with the possibility of further extension based on the quality of service delivery.

The framework agreement does not imply any obligation regarding a minimum volume of service procurement or other commitments, and the CSO «TSE - NASHA SPRAVA!» has no obligations to:

1. enter into an agreement with a law firm as a supplier of exclusive or unique services or

2. order or purchase a minimum volume of services from the supplier.

The subject of the contract is office space rental services.

Quantity: approximately 100 – 130 sq.m

Period: May 1, 2025 – January 31, 2026

The specification of the services is described in Appendix B to this document.

3. Participation and Qualification

Participation in the tender is open to all suppliers who can provide the requested services within the specified timeframe (individual entrepreneurs, limited liability companies, private enterprises, etc.).

The tender participant must be duly registered in Ukraine and have been operating for at least six months from the date of registration; they must not have any ongoing court proceedings or debt obligations that could lead to the seizure of the participant's accounts and assets.

Requirements for the supplier:

• a) Convenient logistical solution (Dnipro city, central right bank area (close to the city center))

• b) 24/7 access to the office premises, without obstacles

• c) Transparent and understandable mechanism for calculating service costs

• d) The office premises must have communication facilities (restroom, elevator, dining area, etc.)

• e) The office premises must be fully suitable for occupancy

• f) Does the office premises have a security post

• g) Room format — presence of a cabinet system (division into separate rooms or zones), allowing for effective team organization and ensuring confidentiality for meetings or consultations.

4. Currency

Proposals must be submitted in hryvnias, including taxes and all expenses.

5. Validity of the Proposal

Participants' proposals must remain valid throughout the contracting period.

6. Language of the Tender

Proposals, all correspondence, and all documentation specified in Appendix B must be prepared in Ukrainian or English.

7. Submission of Tender Proposals

The tender proposal must be submitted via email to tenderfortns@gmail.com.

8. Contents of the Tender Package

Tender participants are requested to complete and send the tender documentation package specified in (Appendix B):

1. Commercial proposal, according to the example in Appendix B (signed and certified by an authorized person in pdf format; a separate file in Excel format)

2. Registration documents: extract from the State Register of Legal Entities, certificate of taxpayer registration, license, and other documents if available

9. Evaluation of Tenders

According to the Procurement Regulations of the CSO «TSE - NASHA SPRAVA!», the Tender Committee composed of qualified employees of the CSO «TSE - NASHA SPRAVA!» will evaluate all proposals and select the best service provider based on the following criteria:

• Commercial component of the proposal – weight 60%

• Capability and compliance with technical requirements according to paragraph 3 of this Announcement – weight 40%

Capability  will be assessed based on positive/negative responses and additional photos provided by the participant as proof of their ability to deliver the relevant services.

In the event that a participant fails to provide documents or provides them incompletely, such a participant may be disqualified, after which the Customer will consider the proposal of the next participant identified by the Tender Committee from those remaining.

The CSO «TSE - NASHA SPRAVA!» reserves the right not to publicly disclose the winners of the tender.
