Dear Applicants!

The Civil Society Organization "TSE - NASHA SPRAVA!" announces a tender for the procurement of Non-food Items (NFI) for further distribution to the population that is constantly located in combat zones in the Kharkiv region (Kharkiv and Chuhuiv districts) and the Dnipropetrovsk region (Nikopol district).



1. SUBJECT OF SUPPLY


The purpose of this request is to obtain proposals for the supply of NFI kits throughout 2024. A framework agreement will be concluded with the tender winner by the Civil Society Organization "TSE - NASHA SPRAVA!" for five months, with the possibility of further extension, depending on the quality of the kits and the fulfillment of supplies.

The framework agreement does not imply any obligation regarding the minimum volume of procurement of services or other commitments, and the Civil Society Organization "TSE - NASHA SPRAVA!" has no obligations to:

  1. enter into an agreement with a legal firm as the supplier of exclusively unique services or

  2. order or purchase a minimum volume of services from the supplier.


  • The total number of kits with Non-food Items (NFI) to be procured is 200 (two hundred) units.

  • Please note that in the appendix to the announcement - in the file "Template for Submitting Proposals," the total quantity of each unit for procurement is indicated.


All products must be suitable for human use and have appropriate, fair, and market quality.

The goods included in the set must be manufactured in accordance with the quality standards established by the national legislation of the country of origin and/or the country of destination (Ukraine), depending on which quality standard is higher.

Each unit of the product must have branded packaging from the manufacturer and contain product information in accordance with the requirements of current legislation in Ukraine. Products without labeling, without packaging, and of questionable quality/manufacturing will not be considered.

Only products from manufacturers that are not included in the sanctions list of organizations sponsoring terrorism will be accepted for tender consideration. 3. PARTICIPATION


The competition is open to all suppliers who can deliver the requested sets of hygiene products within the specified timeframe (individual entrepreneurs, limited liability companies, private enterprises, etc.). Consortia are possible. In the case of consortia, it is necessary to name the lead agency.

The tender participant must be duly registered in Ukraine; must not have any open court proceedings or debt obligations that could lead to the seizure of the participant's accounts and assets.


Tender proposals will not be considered if, at the time of submission of the proposal:

  • the name of the tender participant is associated with terrorism and is included in the list of individuals and organizations linked to terrorism, published by the European Union, the U.S. government, and the UN Security Council;

  • the tender participants do not have a valid permit to conduct commercial activities in Ukraine;

  • the tender participants refuse to comply with the requirements for protecting individuals from sexual exploitation and harassment during the provision of humanitarian assistance operations and the code of ethics and standards for information disclosure.


Important! Individual entrepreneurs on the single tax system may be allowed to participate in the tender if it is confirmed that the contract amount does not exceed the remaining income limit for single tax payers in 2024.


4. DELIVERY AND PACKAGING


Supply

occurs based on requests for the supply of kits within 3-5 calendar days after the order is placed.


Delivery Conditions

DDP Incoterms 2020. The supplier bears the costs of loading, delivery, unloading, and insurance of goods during transportation.

Weight of the Kit

The approximate weight of the kit does not exceed 10 kg.


Packaging Options for Kits

Option 1. Individual cardboard boxes. Each box must be made of at least triple-layer cardboard and withstand the load of palletizing and transportation. The dimensions of the boxes are determined by the Supplier based on the volume of the kit and the number of product items. The size of the box should be as close as possible to the volume of the kit and should not contain more than 5% of free space.


Labeling

On the outside of each box, there should be a "packing list" reflecting the contents of the shipment (design in the Appendix). The supplier receives the layout of the insert in the box from the Civil Society Organization "TSE - NASHA SPRAVA!". The logos of the Civil Society Organization "TSE - NASHA SPRAVA!" and the project Donors are provided in the Appendix. The template and logos will be provided to the supplier by the Civil Society Organization "TSE - NASHA SPRAVA!".

5. CONTRACTING TERMS


The contracting period is planned until October 31, 2024.



6. CURRENCY


The commercial proposal must be submitted in hryvnias.



7. VALIDITY OF PROPOSALS


Proposals are valid for a period of ten (10) calendar days after the deadline for submitting tender proposals. Proposals valid for a shorter period may be rejected as non-compliant. A tender participant who agrees to the request is not obliged and has no right to change their proposal. All prices remain fixed until the expiration of the proposal validity period, during which the contract is concluded.



8. LANGUAGE OF THE TENDER


Proposals, all correspondence, and documents related to the tender must be written in Ukrainian.



9. SUBMISSION OF TENDER PROPOSALS


The tender proposal must be submitted exclusively via e-mail: tenderfortns@gmail.com according to the schedule, as per paragraph 2 of this Announcement.


Proposals must be prepared based on the guidelines outlined in this request for proposals.

Your proposal must include the following documents:

  • provision of a quality/compliance certificate for each item;

  • Provision of an Extract from the Unified State Register/Statement from the Unified State Register;

  • Template for submitting the proposal;

  • Each tender participant is required to sign a compliance letter.


Proposals submitted without a completed Template for submitting proposals, quality/compliance certificates, compliance letters, Extract from the Unified State Register/Statement from the Unified State Register, or submitted after the closing time for proposal acceptance will not be accepted for consideration.

IMPORTANT! Any incorrect or incomplete information provided by the participant may lead to the rejection of the application.


11. CONTRACTING


A framework supply contract will be signed with the winner of the tender provided by the CSO "TSE - NASHA SPRAVA!".



12. RIGHT TO ACCEPT ANY PROPOSAL AND REJECT ANY


The CSO "TSE - NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the awarding of the Contract, thereby bearing no responsibility to the tender Participants concerned or any obligation to inform the relevant tender participants of the reasons for the decision made.
