Civil Society Organization "TSE – NASHA SPRAVA!" announces a tender for the procurement of vehicle body repair services for the maintenance of its operational vehicles during the implementation of project obligations to donor partners.

1. SUBJECT OF PROCUREMENT

The purpose of this Request for Quotations is to obtain proposals for the provision of tire fitting and tire maintenance services for the needs of CSO "TSE – NASHA SPRAVA!". All required technical specifications are indicated in the Proposal Submission Template.

In the event of any price changes, the Supplier shall submit information regarding the proposed increase for consideration by the Chairperson of CSO "TSE – NASHA SPRAVA!".

Submitted quotations must remain valid for at least ninety (90) calendar days after the proposal submission deadline.

The successful bidder will enter into a six-month Framework Agreement with CSO "TSE – NASHA SPRAVA!", with the possibility of extension.

The Framework Agreement does not constitute a commitment regarding any minimum volume of services or any other obligations. CSO "TSE – NASHA SPRAVA!" shall not be obliged to:

(i) enter into an agreement with the Supplier as the exclusive or sole provider of services; or

(ii) order or purchase any minimum quantity of services from the Supplier.

2.PROPOSAL SUBMISSION AND CONTRACTING SCHEDULE

3.PARTICIPATION

The tender is open to all suppliers capable of providing the services specified in Section 1 of this announcement within the required timeframe, including Individual Entrepreneurs (FOP), Limited Liability Companies (LLC), Private Enterprises, and other legally registered business entities.

A tender proposal will not be considered if, at the time of submission:

• the bidder or its legal name appears on sanctions or terrorist lists published by the European Union, the Government of the United States, or the United Nations Security Council;

• the bidder does not possess a valid authorization to conduct commercial activities in Ukraine;

• the bidder refuses to comply with the requirements concerning the prevention of sexual exploitation, abuse and harassment (PSEAH), the Code of Ethics, and information disclosure standards applicable to humanitarian assistance operations.

  
  

Important! Individual Entrepreneurs (FOP) operating under the simplified taxation system may participate in the tender provided they confirm that the contract amount does not exceed the remaining annual income limit established for single-tax payers in 2025.

4. CONTRACTING TERMS

The contract is planned to remain valid until 31 December 2026.

5. CURRENCY

Financial proposals must be submitted in Ukrainian Hryvnia (UAH).

6. VALIDITY PERIOD OF PROPOSITIONS

Tender proposals shall remain valid for ten (10) calendar days following the proposal submission deadline. Proposals valid for a shorter period may be rejected as non-compliant.

A bidder submitting a proposal agrees not to amend or withdraw it during its validity period. All prices shall remain fixed until the expiry of the proposal validity period and throughout the contract signing process.

7. TENDER LANGUAGE

All proposals, correspondence, and supporting documentation related to this tender must be prepared in Ukrainian.

8.SUBMISSION OF TENDER PROPOSITIONS

Tender proposals must be submitted exclusively by email to: tender@tsenashasprava.com

in accordance with the schedule specified in Section 2 of this announcement.

Proposals shall be prepared following the instructions provided in this Request for Quotations.

Each proposal must include:

• Extract from the Unified State Register (EDR Extract / Registration Certificate);

• Completed Proposal Submission Template (Technical Specification and Financial Proposal), signed and stamped where applicable (all fields highlighted in yellow are mandatory);

• Signed Letter of Compliance;

• Copies of the passports of the Director and the Ultimate Beneficial Owner (UBO), in accordance with donor requirements for screening related to links with the aggressor state and its financing.

  
  

Proposals submitted without the completed Proposal Submission Template, quality/compliance certificates (where applicable), Letter of Compliance, EDR Extract/Registration Certificate, or copies of the Director's and Ultimate Beneficial Owner's passports, as well as proposals submitted after the deadline, will not be considered.

IMPORTANT! Any false or incomplete information provided by a bidder may result in disqualification from the tender process.

9. CONTRACTING

A framework supply agreement, provided by CSO "TSE — NASHA SPRAVA!", will be signed with the winner of the tender.

10. RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY OR ALL BIDS

CSO "TSE – NASHA SPRAVA!" reserves the right to accept or reject any proposal, to cancel the procurement process, or to reject all proposals at any time prior to the contract award without thereby incurring any liability to the affected bidders or any obligation to inform them of the reasons for its decision.
