Civil Society Organization “TSE – NASHA SPRAVA!” announces an open tender for construction works involving major repairs as part of fitting out a temporary accommodation facility (TAF) at the following address: 21 Mitiahina St., Samar.

1. SUBJECT OF PROCUREMENT

The purpose of this request is to engage a contractor to carry out a package of construction works to equip a collective centre at Gymnasium No. 7 (address: 21 Mitiahina St., Samar, Dnipropetrovsk Region).

The works include general construction, plumbing, and electrical installation in accordance with accessibility standards and are related to the reconstruction of sanitary facilities in a public building. The scope of work is set out in the blank bills of quantities.

 The framework agreement does not constitute a commitment regarding a minimum volume of services to be procured or any other obligations, and Civil Society Organization “TSE – NASHA SPRAVA!” has no obligation to:

(i)enter into an agreement with a legal entity as a supplier of exclusive or unique services; or

(ii)order or purchase a minimum volume of services from the supplier.

Goods from manufacturers that are not included on the sanctions list of organizations sponsoring terrorism will be considered under the tender. 2.  TIMETABLE FOR SUBMISSION OF PROPOSALS AND CONTRACTING

3. PARTICIPATION

The tender is open to all contractors capable of completing the requested works within the specified period, including individual entrepreneurs, limited liability companies, private enterprises, and others.

Consortiums are permitted. Where a consortium applies, the lead agency must be identified.

The tender participant must be duly registered in Ukraine and must have operated for at least two years from the date of registration. The participant must have no pending court proceedings or debt obligations that could lead to the seizure of its accounts or assets.

A tender participant’s proposal will not be considered if, at the time of submission:

• the tender participant’s name is associated with terrorism and is included on lists of persons and organizations associated with terrorism published by the European Union, the United States Government, or the United Nations Security Council;

• the tender participant does not hold a valid permit to conduct commercial activities in Ukraine;

• the tender participant refuses to comply with requirements on protection from sexual exploitation and abuse in humanitarian assistance operations and with the code of ethics and information disclosure standards.

Important! Individual entrepreneurs operating under the simplified taxation system may participate in the tender if they confirm that the contract amount does not exceed the remaining income limit for single-tax payers in 2026.

All materials shall be supplied by the contractor.

4. CONTRACTING PERIOD

Contracting is planned to be completed by 30 October 2026.

5. CURRENCY

The commercial proposal must be submitted in Ukrainian hryvnias.

6. VALIDITY OF PROPOSALS

Proposals shall remain valid for ten (10) working days after the deadline for submission of tender proposals. A proposal valid for a shorter period may be rejected as non-compliant.

A tender participant responding to this request may not amend its proposal. All prices shall remain fixed until the proposal validity period expires.

7. LANGUAGE OF THE TENDER

Proposals, all correspondence, and documents relating to the tender must be prepared in Ukrainian.

8. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted by email: tender@tsenashasprava.com in accordance with the timetable in Section 2 of this Notice.

Proposals must be prepared in accordance with the instructions set out in this request for proposals.

Your proposal must include the following documents:

• Qualification documents (permits and certificates);

• Cost estimate;

• Extract from the Unified State Register / statement from the Unified State Register;

• Proposal submission template (mandatory fields are highlighted in yellow in the file);

• Copy of the passport of the director and the ultimate beneficial owner, as required by the Donor, to verify the absence of links with the aggressor state or facts indicating its financing.

Proposals submitted without a completed proposal submission template, permits, cost estimates, or an extract from / statement from the Unified State Register, as well as proposals submitted after the submission deadline, will not be considered.

The successful tenderer must sign a letter of compliance, which will be provided to the successful tenderer.

IMPORTANT! Any false or incomplete information provided by a participant may result in rejection of the application.

9. CONTRACTING

A framework supply agreement provided by Civil Society Organization “TSE – NASHA SPRAVA!” will be signed with the successful tenderer.

10. RIGHT TO ACCEPT OR REJECT ANY PROPOSAL

Civil Society Organization “TSE – NASHA SPRAVA!” reserves the right to accept or reject any proposal, cancel the selection process, or reject all proposals at any time before the Contract is awarded, without thereby incurring any liability to the tender participants concerned or any obligation to inform them of the grounds for the decision.
