The CSO «TSE - NASHA SPRAVA!» announces a tender for the procurement of fuel (gasoline, diesel fuel, gas) for the maintenance of work vehicles used in the implementation of project obligations to donor partners.

1.     SCOPE OF SUPPLY

The purpose of this request is to obtain proposals for the supply of fuel for the needs of the CSO «TSE - NASHA SPRAVA!». All requested technical requirements are specified in the submission template.

In case of any price changes, information regarding the increase must be submitted for review to the Head of the CSO «TSE - NASHA SPRAVA!». Proposals must remain valid for at least ninety (90) calendar days after the submission deadline.

A framework agreement will be concluded with the successful bidder by the CSO «TSE - NASHA SPRAVA!» for a period of five months, with the possibility of further extension.

A framework agreement does not constitute a commitment to any minimum volume of procurement of services or other obligations, and the CSO «TSE - NASHA SPRAVA!» shall have no obligation to:

(i) enter into an agreement with a legal entity as an exclusive or sole provider of services; or(ii) order or purchase any minimum volume of services from the supplier.

2. TIMETABLE FOR THE SUBMISSION OF PROPOSALS AND THE AWARD OF CONTRACTS

3. PARTICIPATION

The competition is open to all suppliers who can provide the services specified in paragraph 1 of this announcement within the defined timeframe (individual entrepreneurs, limited liability companies, private enterprises, etc.).

Proposals from tender participants will not be considered if, at the time of submission of the proposal:

• The names of the tender participants are associated with terrorism and included in the list of individuals and organizations linked to terrorism, published by the European Union, the U.S. government, and the United Nations Security Council;

• The tender participants do not have a valid permit to carry out commercial activities in Ukraine;

• The tender participants refuse to comply with the requirements for protecting individuals from sexual exploitation and harassment during humanitarian assistance operations and the code of ethics and standards for information disclosure.

Important! Individual entrepreneurs on the single tax system may be allowed to participate in the tender if it is confirmed that the contract amount does not exceed the remaining income limit for single tax payers in 2024.

4. CONTRACT TERMS

Contracting is planned for a period up to 28 February 2026.

5. CURRENCY

The commercial proposal must be submitted in UAH. The price must include all taxes.

6. VALIDITY PERIOD OF OFFERS

The proposals are valid for a period of ten (10) calendar days after the deadline for submitting tender proposals. A proposal that is valid for a shorter period may be rejected as non-compliant.

A tender participant who agrees to the request is not entitled to change their proposal. All prices remain fixed until the expiration of the proposal validity period, during which the contract is concluded.

7. LANGUAGE OF THE TENDER

Bids, all correspondence and documents relating to the tender must be drawn up in the Ukrainian language.

8. SUBMISSION OF TENDER PROPOSALS

Tender bids must be submitted exclusively by email tender@tsenashasprava.com

according to the schedule, in accordance with paragraph 2 of this Announcement.

Proposals must be prepared based on the guidelines outlined in this request for proposals.

Your proposal must include the following documents:

• Provision of an extract from the Unified State Register (USR);

• Template for submitting the proposal – specification with a signature and seal, financial proposal with a signature and seal;

• Quality passport;

• Each tender participant is required to sign a compliance letter.

Proposals submitted without a completed Proposal Submission Template, quality/compliance certificates, a letter of compliance, and an extract from the Unified State Register (USR)/an extract from the USR, submitted after the deadline for proposal submission will not be accepted for consideration.

IMPORTANT! Any false or incomplete information provided by the participant may result in the rejection of the application.

9. CONTRACTING

A framework supply agreement provided by the CSO «TSE - NASHA SPRAVA!» will be signed with the successful bidder.

10. THE RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY

The CSO «TSE - NASHA SPRAVA!» reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the award of the Contract, without thereby incurring any liability to the affected bidders or any obligation to inform the relevant bidders of the reasons for its decision.
