The Civil Society Organization "TSE - NASHA SPRAVA!" announces a tender for the procurement of hygiene products for further distribution to the population.
1. SUBJECT OF SUPPLY
The purpose of this request is to obtain proposals for the supply of hygiene items during 2026.
A framework agreement will be concluded with the tender winner for a period of eight months, with the possibility of further extension depending on the quality of the kits and delivery performance.
The framework agreement does not imply an obligation regarding a minimum volume of services or other commitments.
The CSO has no obligation to enter into an agreement with a legal entity as an exclusive service provider or purchase a minimum volume.
This announcement includes two lots, each containing a separate configuration of hygiene kits. Each lot includes a clearly defined number of goods in a packaging box.
LOT No. 1 – Individual Hygiene Kits
The total number of hygiene kits to be purchased under this lot is 2,800 units.

All products (lot No. 1 - lot No. 2) must be suitable for human use, as well as possess appropriate, fair, and market quality.
The goods included in the lots must be manufactured in compliance with the quality standards established by the national legislation of the country of origin and/or the country of destination (Ukraine), depending on which quality standard is higher.
Each unit of the product must have branded packaging from the manufacturer and contain information about the product in accordance with the requirements of current legislation in Ukraine. Products without labeling, without packaging, and of questionable quality/manufacture will not be considered.
Products from manufacturers that are not included in the list of sanctioned organizations sponsoring terrorism will be accepted for consideration in the tender. 3. PARTICIPATION
The competition is open to all suppliers capable of delivering the hygiene kits requested within the specified timeframe (including individual entrepreneurs, limited liability companies, private enterprises, etc.).
Consortia are allowed. In the case of a consortium, the lead agency must be identified.
The tender participant must be duly registered in Ukraine and have been operating for at least one year from the date of registration; must not have any ongoing court proceedings or debt obligations that could result in the seizure of the participant’s accounts or assets.
Tender proposals will not be considered if, at the time of submission:
• the names of the tender participants are associated with terrorism and included in the lists of persons and organizations linked to terrorism published by the European Union, the Government of the United States, or the United Nations Security Council;
• the tender participants do not possess a valid permit to conduct commercial activities in Ukraine;
• the tender participants refuse to comply with the requirements regarding protection against sexual exploitation and abuse during humanitarian aid operations, as well as the code of ethics and information disclosure standards.
Important! Individual entrepreneurs operating under the simplified taxation system may participate in the tender provided they confirm that the contract amount does not exceed the remaining income limit established for single-tax payers in 2025.
4. DELIVERY AND PACKAGING
The participant has the right to submit a proposal for one, several, or all lots specified in this tender announcement. Submitting a proposal for all lots is not mandatory.

Packaging options for the sets (Lot No. 1): | Custom cardboard boxes. Each box must be made of at least 3-ply cardboard and be able to withstand the stresses of palletizing and transportation. The dimensions of the boxes are determined by the Supplier based on the volume of the set and the number of product items. The box size must correspond as closely as possible to the volume of the set and contain no more than 5% empty space. |

Labeling |
On the outside of each box, there should be a "packing list" reflecting the contents of the shipment (provided to the Winner upon signing the Supply Agreement). The layout insert for the box will be received by the supplier from the Public Organization "THIS IS OUR BUSINESS!". The logos of the Public Organization "THIS IS OUR BUSINESS!" and the project's Donors are provided in the attachments. The template and logos will be received by the supplier from the Public Organization "THIS IS OUR BUSINESS!". |

5. CONTRACTING TERMS

6. CURRENCY
The commercial proposal must be submitted in hryvnias.
7. VALIDITY PERIOD OF PROPOSALS
Proposals are valid for a period of ten (10) working days after the deadline for submitting tender proposals. A proposal that is valid for a shorter period may be rejected as non-compliant.
The tender participant who agrees to the request has no right to change their proposal. All prices remain fixed until the expiration of the proposal's validity period.
8. LANGUAGE OF THE TENDER
Proposals, all correspondence, and documents related to the tender must be written in Ukrainian.
9. SUBMISSION OF TENDER PROPOSALS
Tender proposals must be submitted via email to tender@tsenashasprava.com in accordance with the schedule specified in Section 2 of this Announcement.
Proposals must be prepared based on the instructions set forth in this Request for Proposals (RFP). Your proposal must include the following documents:
Provision of a quality/conformity certificate for each item;
Provision of an Extract from the Unified State Register (EDR) / Registration Certificate;
Proposal Submission Template;
Each tender participant undertakes to sign a Compliance Letter.
Proposals submitted without the completed Proposal Submission Template, quality/conformity certificates, Compliance Letter, or the Extract/Registration from the EDR, as well as those submitted after the closing time for receipt of proposals, will not be admitted for consideration.
IMPORTANT! Any false or incomplete information provided by the participant may lead to the rejection of the application.
11. CONTRACTING
A framework supply agreement provided by the CSO "TSE - NASHA SPRAVA!" will be signed with the tender winner.
12. RIGHT TO ACCEPT OR REJECT ANY PROPOSAL
CSO "TSE - NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the award of the Contract, without thereby incurring any liability to the affected Tenderers or any obligation to inform the affected tenderers of the grounds for the decision.
