Civil Society Organization "TSE - NASHA SPRAVA!" announces an open tender for civil works for the capital repair within the framework of equipping a temporary accommodation facility (TAF) at the address: 21 Mitiagina St., Samar. 

1. SUBJECT OF SUPPLY

The purpose of this request is to select a contractor to perform a complex of civil works for setting up a Collective Center on the premises of Gymnasiun No. 7 (Address: 21 Mitiagina St., Samar urban-type settlement, Dnipropetrovsk Oblast). The scope includes general construction, plumbing, and electrical installation works in compliance with inclusivity standards, related to the reconstruction of restrooms in a public building. The volume of works corresponds to the list provided in the blank cost estimates.  

The framework agreement does not constitute a commitment regarding a minimum volume of service procurement or other obligations, and Civil Society Organization "TSE - NASHA SPRAVA!" has no obligations to:   

(i) conclude an agreement with a legal entity as an exclusive or unique service provider, or   

(ii) order or purchase a minimum volume of services from the provider.  

Goods from manufacturers included in the sanctions list of organizations sponsoring terrorism will not be considered for the tender. 2. TIMELINE FOR SUBMISSION OF PROPOSALS AND CONTRACTING

3. PARTICIPATION

The competition is open to all contractors who can perform the works according to the request within the specified timeframe (Sole Proprietors, Limited Liability Companies, Private Enterprises, etc.). Consortiums are permitted. In the case of consortiums, the lead agency must be named. The bidder must be properly registered in Ukraine and have been operating for at least two years from the date of registration. The bidder must not have open legal proceedings or debt obligations that could lead to the arrest of accounts and assets.  

Bidders' proposals will not be considered if, at the time of submission:   

• The names of the bidders are linked to terrorism and included in the list of individuals and organizations associated with terrorism published by the European Union, the US Government, and the UN Security Council;  

• Bidders do not possess a valid permit to conduct commercial activities in Ukraine;  

• Bidders refuse to comply with requirements regarding the protection of individuals from sexual exploitation and abuse during humanitarian aid operations, as well as the code of ethics and information disclosure standards.  

  
  

  Important! Sole Proprietors (FOP) on the simplified taxation system may be admitted to participate in the tender provided they confirm that the contract amount does not exceed the remaining income limit for single tax payers in 2026.

5. CONTRACTING TERMS

Contracting is planned for a term ending September 30, 2026

6. CURRENCY

The commercial proposal must be submitted in Ukrainian Hryvnia (UAH). 

7. VALIDITY PERIOD OF PROPOSALS

Proposals shall remain valid for a period of ten (10) working days after the deadline for tender proposal submission. A proposal valid for a shorter period may be rejected as non-compliant. A bidder who agrees to the request has no right to modify their proposal. All prices remain fixed until the expiration of the proposal validity period. 

8. TENDER LANGUAGE

Proposals, all correspondence, and documents relating to the tender must be drafted in the Ukrainian language.

9. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted via e-mail tender@tsenashasprava.com according to the schedule, as per paragraph 2 of this Announcement.

Proposals must be prepared based on the instructions outlined in this request for proposals.

Your proposal must include the following documents:

· Qualification documents (permits, certificates);

· Cost estimate;

· Provision of an extract from the Unified State Register (USR);

· Template for submitting the proposal;

· Each participant in the tender is required to sign a letter of compliance.

Proposals submitted without a completed Proposal Submission Template, permits, cost estimate calculations, or an Extract/Certificate from the EDR, as well as those submitted after the closing time for receiving proposals, will not be admitted for consideration. The winner of the tender is required to sign a compliance letter (provided to the winner).   

IMPORTANT! Any false or incomplete information provided by a bidder may lead to the rejection of the application.

11. CONTRACTING

A framework supply contract, provided by CSO "TSE - NASHA SPRAVA!", will be signed with the winner of the tender. 

12. RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY OR ALL PROPOSALS

CSO "TSE - NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the award of the Contract, without incurring any liability to the affected Bidders or any obligation to inform the relevant Bidders of the grounds for the decision made.
