Civil Society Organization "TSE - NASHA SPRAVA!" hereby announces a tender for the execution of residential household repair works in the Kharkiv and Donetsk regions.

SUBJECT OF SUPPLY

The purpose of this request is to engage a contractor for a range of repair works for residential households in the Kharkiv and Donetsk regions. Please note that the template for submitting proposals includes unit prices.

The winner of the tender will enter into a framework agreement with the CSO "TSE - NASHA SPRAVA!" for six months, with the possibility of further extension, depending on the quality of the goods and the execution of deliveries.

The framework agreement does not imply any obligation regarding a minimum volume of service procurement or other obligations, and the CSO "TSE - NASHA SPRAVA!" has no obligations:

(i) to enter into an agreement with a law firm as a supplier of exclusive or unique services, or

(ii) to order or purchase a minimum volume of services from the supplier.

Only products from manufacturers not included in the sanctions list of organizations sponsoring terrorism will be considered for the tender. The list of legal entities to which personal special economic and other restrictive measures (sanctions) apply can be checked at the following link:

2. PROPOSAL SUBMISSION AND CONTRACTING SCHEDULE

3. PARTICIPATION

The tender is open to all contractors capable of carrying out the requested works within the specified timeframe, including individual entrepreneurs (sole proprietors), limited liability companies, private enterprises, and other legal entities.

Consortiums are permitted. In the case of a consortium, the lead agency must be identified.

Tender participants must be duly registered in Ukraine and have been operating for at least two years from the date of registration. Participants must not have any ongoing court proceedings, outstanding debts, or financial liabilities that could result in the seizure of their accounts or assets.

Tender proposals will not be considered if, at the time of submission:

• the bidder’s name is associated with terrorism and appears on lists of individuals or organizations linked to terrorism published by the European Union, the Government of the United States, or the United Nations Security Council;

• the bidder does not possess a valid authorization or license to conduct commercial activities in Ukraine;

• the bidder refuses to comply with safeguarding requirements related to the prevention of sexual exploitation and abuse in humanitarian operations, as well as the applicable code of ethics and information disclosure standards.

Important! Individual entrepreneurs operating under the simplified taxation system may participate in the tender provided they can confirm that the contract value does not exceed the remaining income limit applicable to single-tax payers in 2026.

• All materials shall be supplied by the contractor.

5.CONTRACTING TERMS

Contracting is planned for a term ending on November 30, 2026.

6. CURRENCY

The commercial proposal must be submitted in Ukrainian Hryvnia (UAH).

7. VALIDITY PERIOD OF PROPOSALS

Proposals shall remain valid for a period of ten (10) working days after the deadline for tender submission. A proposal valid for a shorter period may be rejected as non-responsive to the requirements.

A bidder who agrees to the request shall not have the right to modify their proposal. All prices shall remain fixed until the expiration of the proposal validity period.

8. TENDER LANGUAGE

Proposals, all correspondence, and documents relating to the tender must be drafted in the Ukrainian language.

9. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted exclusively via e-mail to tender@tsenashasprava.com in accordance with the schedule outlined in Section 2 of this Announcement.

Proposals must be prepared in accordance with the instructions set forth in this Request for Proposals (RFP).

Your proposal must include the following documents:

• Qualification documents (licenses, permits, certificates, and other supporting documentation);

• An Extract from the Unified State Register (USR) / Registration Extract;

• Completed Proposal Submission Template, including:

• Technical Specification signed and stamped by the bidder;

• Financial Proposal signed and stamped by the bidder.

(All mandatory fields highlighted in yellow in the template must be completed.)

• A signed Compliance Statement from each tender participant.

• Copies of the passports of the Director and the Ultimate Beneficial Owner, as required by the Donor for due diligence purposes to verify the absence of links to the aggressor state and any involvement in its financing.

Proposals submitted without a completed Proposal Submission Template, permits, budget/cost calculations, or an Extract/Certificate from the EDR, as well as those submitted after the closing time for receiving proposals, will not be admitted for consideration.

IMPORTANT! Any false or incomplete information provided by the participant may lead to the rejection of the application.

11. CONTRACTING

A framework supply agreement, provided by CSO "TSE - NASHA SPRAVA!", will be signed with the winner of the tender.

12. RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY OR ALL BIDS

CSO "TSE - NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to Contract award, without thereby incurring any liability to the affected Bidders or any obligation to inform the affected bidders of the grounds for such decision.
