Civil Society Organization "TSE – NASHA SPRAVA!" announces a tender for the procurement of vehicle maintenance and repair services for the maintenance of operational vehicles used in the implementation of project commitments to donor partners.

1. SUBJECT OF SUPPLY

The purpose of this Request for Quotations (RFQ) is to obtain proposals for the provision of vehicle maintenance and repair services for the needs of Civil Society Organization "TSE – NASHA SPRAVA!".

All requested technical requirements are specified in the template provided for completion.

In the event of a price change, the supplier shall provide information regarding the increase for consideration by the Chairperson of CSO "TSE – NASHA SPRAVA!".

Proposals must remain valid for at least ninety (90) calendar days after the proposal submission deadline.

The successful bidder will enter into a framework agreement with Civil Society Organization "TSE – NASHA SPRAVA!" for a period of six months, with the possibility of extension.

The framework agreement does not imply any commitment regarding a minimum volume of services to be procured and does not create any obligation for Civil Society Organization "TSE – NASHA SPRAVA!" to:

(i) enter into an agreement with a supplier as the exclusive or sole provider of services; or

(ii) order or purchase a minimum quantity of services from the supplier.

3. PARTICIPATION

The competition is open to all providers capable of delivering the services specified in Section 1 of this announcement within the designated timeframe (Sole Proprietors/FOP, Limited Liability Companies/LLC, Private Enterprises, etc.).

Bidders' proposals will not be considered if, at the time of submission:

• The bidders' names are linked to terrorism and are included in the list of individuals and organizations associated with terrorism published by the European Union, the US Government, and the UN Security Council;

• The bidders do not hold a valid commercial activity permit in Ukraine;

• The bidders refuse to comply with the requirements for the protection of individuals from sexual exploitation and abuse (PSEA) during humanitarian aid operations, as well as the code of ethics and information disclosure standards.

  
  

Important! Sole Proprietors (FOPs) on the simplified (single) tax system may be admitted to participate in the tender provided they confirm that the contract amount does not exceed the remaining income limit for single tax payers in 2025.

4. CONTRACTING TERMS

Contracting is planned for a term ending on December 31, 2026.

5. CURRENCY

The commercial proposal must be submitted in Ukrainian Hryvnia (UAH).

6. VALIDITY PERIOD OF PROPOSALS

Proposals shall remain valid for a period of ten (10) working days after the deadline for tender submission. A proposal valid for a shorter period may be rejected as non-responsive to the requirements.

A bidder who agrees to the request shall not have the right to modify their proposal. All prices shall remain fixed until the expiration of the proposal validity period.

7. TENDER LANGUAGE

Proposals, all correspondence, and documents relating to the tender must be drafted in the Ukrainian language.

8. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted exclusively via e-mail to tender@tsenashasprava.com

in accordance with the schedule outlined in Section 2 of this Announcement.

Proposals must be prepared based on the guidelines set forth in this Request for Proposals. Your proposal must include the following documents:

• Provision of an Extract from the Unified State Register (EDR) / Certificate of Registration;

• Proposal Submission Template — specification signed and stamped, financial proposal signed and stamped (fields mandatory for completion are highlighted in yellow in the file);

• Each bidder undertakes to sign a Letter of Compliance;

• A copy of the passport of the director and the ultimate beneficial owner (UBO), as required by the Donor, to conduct vetting regarding the absence of links to the aggressor state and facts of its financing.

Proposals submitted without a completed Proposal Submission Template, certificates of quality/compliance, a Letter of Compliance, an Extract/Certificate from the EDR, or copies of the passports of the director and ultimate beneficial owner, as well as those submitted after the closing time for receiving proposals, will not be admitted for consideration.

IMPORTANT! Any false or incomplete information provided by the participant may lead to the rejection of the application.

9. CONTRACTING

A framework supply agreement, provided by CSO "TSE — NASHA SPRAVA!", will be signed with the winner of the tender.

10. RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY OR ALL BIDS

CSO "TSE — NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to Contract award, without thereby incurring any liability to the affected Bidders or any obligation to inform the affected bidders of the grounds for such decision.
