The Non-Governmental Organization "TSE - NASHA SPRAVA!" hereby announces a tender for the procurement of fuel (petrol/gasoline, diesel fuel, gas) to meet the servicing needs of operational transport during the implementation of project obligations to Donor partners.

1. SUBJECT OF SUPPLY

The purpose of this request is to obtain proposals for the supply of fuel for the needs of the NGO "TSE - NASHA SPRAVA!". All requested technical requirements are specified in the template to be filled out.  

In case of any price changes, information regarding the increase must be submitted for consideration to the Chairperson of the NGO "TSE - NASHA SPRAVA!". Proposals must remain valid for at least ninety (90) calendar days after the proposal deadline.  

The Non-Governmental Organization "TSE - NASHA SPRAVA!" will conclude a five-month framework agreement with the tender winner, with the possibility of further extension.  

The framework agreement does not imply an obligation regarding a minimum volume of service procurement or other liabilities, and the Non-Governmental Organization "TSE - NASHA SPRAVA!" carries no obligation:

(i) to conclude an agreement with a legal entity as a provider of exclusive or unique services, or  

ii) to order or purchase a minimum volume of services from the provider. .

3. PARTICIPATION

The competition is open to all providers who can perform the services specified in Clause 1 of this announcement within the defined timeframe (Sole Proprietors/Individual Entrepreneurs, Limited Liability Companies, Private Enterprises, etc.).  

Proposals of tender participants will not be considered if, at the time of submission:  

• the names of the tender participants are associated with terrorism and are included in the list of individuals and organizations associated with terrorism published by the European Union, the US Government, and the UN Security Council;  

• the tender participants do not possess a valid permit to conduct commercial activities in Ukraine;  

• the tender participants refuse to comply with the requirements regarding the protection of individuals from sexual exploitation and abuse during humanitarian assistance operations, as well as the code of ethics and information disclosure standards.  

  
  

  Important! Sole Proprietors (Individual Entrepreneurs) on the simplified (single) tax system may be admitted to participate in the tender provided they confirm that the contract amount does not exceed the remaining income limit for single tax payers in 2025.

4. CONTRACTING TERMS

Contracting is planned for a term until December 31, 2026. 

5. CURRENCY

The commercial proposal must be submitted in Ukrainian Hryvnia (UAH). The price must include all taxes

 6. VALIDITY PERIOD OF PROPOSALS

Proposals shall be valid for a period of ten (10) calendar days after the deadline for submission of tender proposals. A proposal valid for a shorter period may be rejected as non-compliant.  

A tender participant who agrees to the request is not entitled to modify their proposal. All prices shall remain fixed until the expiration of the proposal validity period under which the contract is concluded

7. TENDER LANGUAGE

Proposals, all correspondence, and documents relating to the tender must be drafted in the Ukrainian language. 

8. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted exclusively to the e-mail tender@tsenashasprava.com in accordance with the schedule specified in Clause 2 of this Announcement.  

Proposals must be prepared based on the guidelines set forth in this request for proposals.  

Your proposal must contain the following documents:

• Provision of an Extract from the Unified State Register (USR) / Certificate of Registration from the USR;  

• Proposal submission template – specification with signature and stamp/seal, financial proposal with signature and stamp/seal;  

• Quality certificate (passport);  

• Each tender participant undertakes to sign a letter of compliance.  

• A copy of the passport of the head/manager and the ultimate beneficial owner, as required by the Donor, to perform background checks regarding the absence of links to the aggressor state and facts of its financing.  

  
  

Proposals submitted without a completed Proposal Submission Template, quality/compliance certificates, a letter of compliance, or an Extract/Certificate from the USR, as well as those submitted after the closing time for receipt of proposals, will not be admitted for consideration.  

IMPORTANT! Any false or incomplete information provided by a participant may lead to the rejection of the application. 

9. CONTRACTING

A framework supply contract provided by the NGO "TSE - NASHA SPRAVA!" will be signed with the winner of the tender. 

10. RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY PROPOSAL

The NGO "TSE - NASHA SPRAVA!" reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the Contract award, thereby incurring no liability towards the affected Tender Participants, nor any obligation to inform the relevant tender participants of the grounds for the decision made.
