Civil Society Organization “TSE – NASHA SPRAVA!” hereby announces a tender for the procurement of logistics services for the delivery and unloading of firewood packed on pallets with wooden crating, directly to the addresses of 350 households over a period of 2.5 months.

Please note that the template must specify:

1. the cost per 1 km, including loading time (loading is arranged and paid for by the Contracting Authority);

2. the cost of unloading 4 pallets at one household (one address).

SUBJECT OF SUPPLY

The purpose of this request is to obtain quotations for logistics services for the delivery and unloading of firewood on pallets, with wooden crating around the perimeter, measuring 1.2 × 1.0 × 1.6 m and having a volume of 1.92 m³. Civil Society Organization “TSE – NASHA SPRAVA!” will conclude a framework agreement with the successful tenderer through the end of 2026, with the possibility of further extension depending on the quality of service delivery.

The framework agreement does not constitute a commitment regarding a minimum volume of services to be procured or any other obligations, and Civil Society Organization “TSE – NASHA SPRAVA!” has no obligation to:

(i) enter into an agreement with a legal entity as the supplier of exclusive or unique services; or

(ii) order or purchase a minimum volume of services from the supplier.

Minimum volume to be transported:

7.7 m³ per trip or 4.2 tonnes per trip

2. SCHEDULE FOR SUBMISSION OF QUOTATIONS AND CONTRACTING

3. ELIGIBILITY

The tender is open to all suppliers capable of providing the services specified in Clause 1 of this notice within the stated period (individual entrepreneurs, limited liability companies, private enterprises, etc.).

Tenderers’ quotations will not be considered if, at the time of submission:

• the tenderer’s name is associated with terrorism and is included in lists of persons and organizations associated with terrorism published by the European Union, the Government of the United States, or the United Nations Security Council;

• the tenderer does not hold a valid permit to conduct commercial activities in Ukraine;

• the tenderer refuses to comply with requirements on protection from sexual exploitation and abuse during humanitarian assistance operations and with the code of ethics and standards for disclosure of information.

Important! Individual entrepreneurs using the simplified taxation system may be admitted to the tender upon confirmation that the contract amount does not exceed the remaining 2024 income limit for single-tax payers.

4. CONTRACTING PERIOD

Contracting is planned through 30 December 2026.

5. CURRENCY

The commercial quotation must be submitted in Ukrainian hryvnias.

6. QUOTATION VALIDITY PERIOD

Quotations shall remain valid for ten (10) calendar days after the deadline for submission of tender quotations. A quotation valid for a shorter period may be rejected as non-compliant.

A tenderer responding to this request may not amend its quotation. All prices shall remain fixed until the end of the quotation validity period, by which time the agreement is concluded.

7. TENDER LANGUAGE

Quotations, all correspondence, and documents relating to the tender must be prepared in Ukrainian.

8. SUBMISSION OF TENDER QUOTATIONS

Tender quotations must be submitted exclusively by email to tender@tsenashasprava.com

in accordance with the schedule set out in Clause 2 of this Notice.

Quotations must be prepared in accordance with the instructions set out in this request for quotations.

Your quotation must include the following documents:

• An extract from the Unified State Register / a statement from the Unified State Register;

• Quotation submission template – specification signed and stamped, and financial quotation signed and stamped. (Mandatory fields are highlighted in yellow in the file.)

• Each tenderer shall sign a letter of compliance.

• A copy of the passport of the director and the ultimate beneficial owner, as required by the Donor, to verify the absence of links to the aggressor state and of any facts of financing it.

Quotations submitted without a completed quotation submission template, letter of compliance, and extract from the Unified State Register / statement from the Unified State Register, as well as quotations submitted after the closing time, will not be considered.

IMPORTANT! Any false or incomplete information provided by a tenderer may result in rejection of the application.

9. CONTRACTING

A framework agreement provided by CSO “TSE – NASHA SPRAVA!” will be signed with the successful tenderer

10. RIGHT TO ACCEPT ANY QUOTATION AND REJECT ANY OR ALL QUOTATIONS

CSO “TSE – NASHA SPRAVA!” reserves the right to accept or reject any quotation, as well as to cancel the selection process and reject all quotations at any time before the Contract is awarded, without thereby incurring any liability to the affected Tenderers or any obligation to inform the relevant tenderers of the grounds for the decision.
