The CSO «TSE - NASHA SPRAVA!» announces an open tender for the execution of construction works, including restoration, routine, and capital repairs, within the scope of arranging a bomb shelter and a Mobile Transit Space (MTS) located at: 27A Borysa Johnsona Street, Samar, Ukraine.

1. SUBJECT OF SUPPLY

The purpose of this request is to engage a contractor to carry out a set of construction works for the installation of sanitary facilities and a temporary shelter at the Municipal Educational Institution “Samar Vocational Technical School” of the Dnipropetrovsk Regional Council (Address: 27A Borysa Johnsona Street, Samar settlement, Dnipropetrovsk Oblast, Ukraine).

Lot No. 1 –

Execution of demolition, plumbing, electrical installation, ventilation, general construction, and accessibility-related works associated with the reconstruction of sanitary facilities in a public building. The scope of work includes activities specified in the defect acts (DA No. 1 – DA No. 4).

Lot No. 2 – procurement and installation of equipment to ensure accessibility for persons with partially limited mobility (scope of works is provided in Appendix “Technical Assignment No. 2 for procurement and installation of lifts”), including:

External Vertical Platform (Lift) — installed at the entrance to the shelter from the street to provide access for individuals with partial mobility limitations during alarms;

Internal Vertical Lift — installed inside the shelter to overcome stairs that restrict movement between areas;

Caterpillar Electric Lift — procurement and installation of a mobile electric lift for transporting individuals with partial mobility limitations between the 1st and 4th floors of the building in case of an emergency or when the elevator is unavailable.

Lot No. 3: connection of the backup power supply system for the shelter and Mobile Transit Space (MTS); the scope of work is provided in Appendix “Technical Assignment No. 3 for connection of the backup power supply system”.

Within this lot, a set of works is planned to ensure uninterrupted power supply for the shelter in emergency situations and during electricity outages.

All equipment must be new and comply with accessibility requirements and technical safety standards. The contractor must ensure installation, configuration, testing, and commissioning, followed by training of personnel.

A framework agreement does not constitute a commitment to any minimum volume of procurement of services or other obligations, and the CSO «TSE - NASHA SPRAVA!» shall have no obligation to:

(i) enter into an agreement with a legal entity as an exclusive or sole provider of services; or(ii) order or purchase any minimum volume of services from the supplier.

Products from manufacturers that are not included in the sanctions list of organizations sponsoring terrorism will be considered for the tender. 2. TIMETABLE FOR THE SUBMISSION OF PROPOSALS AND THE AWARD OF CONTRACTS

3. PARTICIPATION

The competition is open to all suppliers who can deliver the requested sets of hygiene products within the specified timeframe (individual entrepreneurs, limited liability companies, private enterprises, etc.).

Consortia are allowed. In the case of consortia, it is necessary to name the leading agency.

The tender participant must be duly registered in Ukraine and have been operating for at least two years from the date of registration; they must not have any ongoing court proceedings or debt obligations that could lead to the seizure of the participant's accounts and assets.

The proposals of tender participants will not be considered if, at the time of submission of the proposal:

·       the names of the tender participants are associated with terrorism and are included in the list of individuals and organizations connected to terrorism, published by the European Union, the U.S. government, and the UN Security Council;

·       the tender participants do not have a valid permit for conducting commercial activities in Ukraine;

·       the tender participants refuse to comply with the requirements for protecting individuals from sexual exploitation and harassment during the provision of humanitarian assistance operations and the code of ethics and standards of information disclosure.

Important! Individual entrepreneurs on the simplified taxation system may be allowed to participate in the tender if it is confirmed that the contract amount does not exceed the remaining income limit for single tax payers in 2025.

4. DELIVERY AND PACKAGING

The participant has the right to submit a proposal for one, several, or all lots specified in this tender announcement. Submitting a proposal for all lots is not mandatory.

· All materials are provided by the contractor unless otherwise specified.

Delivery location: 27A Borysa Johnsona Street, Samar, Ukraine.

5. CONTRACT TERMS

The contract is scheduled to run until 1 December 2025.

6. CURRENCY

Commercial bids must be submitted in UAH.

7. VALIDITY PERIOD OF OFFERS

Proposals are valid for a period of ten (10) calendar days after the deadline for submitting tender proposals. A proposal valid for a shorter period may be rejected as non-compliant.

A tender participant who agrees to a request is not allowed to change their proposal. All prices remain fixed until the expiration of the proposal's validity period.

8. Language of the Tender

Bids, all correspondence and documents relating to the tender must be drawn up in the Ukrainian language.

9. SUBMISSION OF TENDER PROPOSALS

The tender proposal must be submitted by email tender@tsenashasprava.com 

according to the schedule, in accordance with paragraph 2 of this Announcement.

Proposals must be prepared based on the guidelines outlined in this request for proposals.

Your proposal must include the following documents:

·       Qualification documents (licenses, certificates) if available;

·       Provision of an extract from the Unified State Register/Statement from the Unified State Register;

·       A template for submitting the proposal;

·       Each tender participant is required to sign a letter of compliance.

Proposals submitted without a completed Bid Submission Template, quality/compliance certificates, a declaration of conformity, or an extract from the Unified State Register (USR), as well as proposals submitted after the submission deadline, will not be considered.

IMPORTANT! Any false or incomplete information provided by the bidder may result in the rejection of the application.

11. CONTRACTING

A framework supply agreement provided by the NGO “Tse — nasha sprava!” will be signed with the successful bidder.

12. THE RIGHT TO ACCEPT ANY PROPOSAL AND TO REJECT ANY

The CSO «TSE - NASHA SPRAVA!» reserves the right to accept or reject any proposal, as well as to cancel the selection process and reject all proposals at any time prior to the award of the Contract, without thereby incurring any liability to the affected bidders or any obligation to inform the relevant bidders of the reasons for its decision.
