Housing restoration for affected households in Kharkiv Oblast

The goal of the project is to provide the minimum necessary conditions for safe and dignified living for people whose homes have been damaged by the war and who are unable to carry out repair and restoration work on their own.

The project is implemented under the European Commission’s Humanitarian Aid (ECHO) initiative, “Emergency Multi-Sector Assistance to Conflict-Affected Communities,” in partnership with ACTED.

What the project entails


Within the framework of the initiative, light and medium repair work will be carried out in 17 households in the Kharkiv region, Kupiansk district, Shevchenkiv territorial community, specifically:

• 10 households — light repairs

• 7 households — medium repairs


Minor repairs may include:

• replacement of 1–3 windows;

• replacement of entrance doors;

• roof repairs (sloped or flat).


Medium repairs include:

  • replacement of 4–6 windows and balcony blocks;

  • replacement of entrance and interior doors;

  • partial restoration of load-bearing structures;

  • roof repairs with replacement of beams, panels, or waterproofing membranes;

  • minor repairs of electrical networks, water supply systems, or heating systems if necessary.


All work is carried out in compliance with humanitarian standards, technical norms, and safety regulations, under the constant supervision of a shelter engineer.



Who this project is for


The assistance is aimed at residents of the community who have been affected by military aggression and belong to socially vulnerable categories, including:

  • elderly people;

  • persons with disabilities or chronic illnesses;

  • families with children;

  • internally displaced persons;

  • single mothers.


Household selection is carried out based on clear vulnerability criteria in accordance with Shelter Cluster recommendations, using the RAIS+ platform to prevent duplication of humanitarian assistance, and in coordination with local authorities.



Expected results and impact


The implementation of the project will allow:

  • to restore the thermal envelope of housing in 17 households;

  • to reduce risks associated with cold, humidity, and hazardous living conditions;

  • to enhance the level of safety, dignity, and psychological stability of affected families;

  • to strengthen community trust in humanitarian support mechanisms and local partnerships.







Transparency and quality of implementation


The project is accompanied by a monitoring, evaluation, and learning (MEAL) system that includes:

  • technical surveys and photo documentation before and after repairs;

  • regular monitoring visits;

  • surveys of beneficiaries and post-distribution monitoring (PDM);

  • open reporting and feedback mechanisms.

August 2024 – January 2025, including the preparatory stage, execution of repair works, and final reporting.
